Abstract

In recent years, many reforms have been made in preschool education, and these changes presented the need to conduct research that reflects the current situation. The research aimed to collect data on the achievements so far in preschool / pre-primary education 0-6 years old and the challenges faced by this level of education in Kosovo, including: public and private preschool institutions, community-based centers, educational centers, and pre-primary classes in schools. The project addressed various aspects of preschool education, such as: Legal and administrative framework; Local level commitments for preschool education; Didactic materials and textbooks in preschool / pre-primary education; Management, educators and professional associates; Inclusion in preschool education and Welfare, health, food and environment for children in preschool / pre-primary institutions; The research is empirical, descriptive, and characterized by quantitative and qualitative approach. Based on the laws, administrative instructions and official documents governing this level of education, there was conducted terrain research, including institutions dealing with preschool / pre-primary education. Respondents included in the research are 5 municipal directors of education, 18 directors of preschool institutions and 44 educators. The instruments used in this research are: interviews with officials of the Municipal Directorates of Education, with directors of public and private IPs, schools and community- based centers, as well as a questionnaire for educators. The results of the research represent the need to create a legal infrastructure appropriate for the level of preschool education, official documents, quality monitoring in private public preschool institutions, central and local level cooperation, increase and budget planning for preschool education, greater involvement of children in preschool education, especially those in rural areas, lack of support staff for children with special needs, the need for professional development of educators, with particular emphasis on the lack of training for the design and implementation of individual plan for children with special needs , etc.
