Abstract

The establishment of the European Union imposed the need to “conceive” a series of legislative acts which were to regulate relations between the Union and the Member States, between the Member States, as well as the status and relations of each individual in the community. Initially, the nature and influence of Community legislation had to be clearly defined. The institutions had to be able to harmonize effectively and independently of the will of the Member States the different economic, social and even environmental conditions. This had to be done through legal packages in many Member States, with the aim of providing all European Union citizens with the best possible living conditions. On the other hand, the Institutions of the European Union could not interfere in the internal legal systems of the Member States, more than necessary.
